Preheat oven to 400 degrees F and line a rimmed baking sheet with a silicone baking mat. Place halved peppers (hollow side up) onto prepared sheet. Drizzle with a little olive oil and season with salt and pepper. Set aside. Heat a large non stick skillet over medium heat.
Remove chicken, leaving oil in the stockpot, and drain on paper towels. Add 1 1/2 tablespoons of butter to the oil. Stir in the onion, banana peppers, celery, garlic, and shallot; cook until the onions are translucent, 3 to 4 minutes. Stir in rice and 1 1/2 tablespoon butter. Stir in the chicken stock, tomato sauce, and diced tomato with chilies.
Push the cooked vegetables to the side of the skillet. In a measuring cup combine beef stock, cornstarch and beef Better than Bouillon by whisking together to form a slurry mixture. Add the slurry mixture to the skillet and whisk the bottom of the pan to deglaze. Add tomato paste and whisk to incorporate.
Toss beef with soy sauce mixture and marinade for at least 30 minutes (or overnight). Heat wok or large skillet over medium-high heat. Add 1 tablespoon oil and heat until hot.
Put the pressure lid on and turn the valve to seal. Set the pressure on high for 2 minutes. When the time is up, natural release the pressure for 5 minutes and then manually release the remaining pressure. Add 2 cups of shredded cheddar cheese, 2 tablespoon of butter, cream, and frozen vegetables. Stir to combine.
Cook for 3-5 minutes until slightly softened. Add the beef broth and continue cooking another 5 minutes. Mix the cornstarch and water together in a small bowl. Pour into the skillet and mix until creamy and thickened. Add the beef back into the skillet, stir and season to taste with salt and pepper.
Instructions. In a large 6 quart slow cooker, add all of the ingredients. Stir until the brown sugar has dissolved. Cover and cook on low for eight hours. If necessary, skim the fat off the top of the liquid. Stir well. Serve over cooked rice, noodles, pasta, etc.
